Kappagee Inc. owns Kappagee Fleet end to end. We write it, host it, fit the trackers and answer the phone. Our customers are ministries, hauliers, NGOs and mining operators across Liberia, Sierra Leone and Guinea.

01Why we exist

The best fleet platforms were built for somewhere else.

Samsara, Motive and GeoTab are good products. They were written for the United States and Europe, and they assume those conditions: a fast network, one currency, and fuel bought on a corporate card at a station that takes it.

Ours is a different job. On the road to Grand Kru the signal goes for hours at a time. People pay with Orange Money, MTN and Airtel. Balances sit in LRD, SLL, GNF and USD, sometimes all four inside one organisation. And fuel leaks every week with nothing to check it against, because the record of it is a chit in somebody’s shirt pocket.

So we wrote our own. Fuel lives inside the platform here: the card, the wallet and the pump transaction share a database with the GPS trail. That is what lets the system ask where a vehicle is standing before it approves a litre.

Built where it runs

Weak networks, Mobile Money and four currencies are the conditions we start from. If a feature needs a good connection to work, it is not done yet.

Everything leaves a record

Fuel transactions, remote commands and policy changes are written once and never edited. When somebody asks what happened in March, there is an answer with a timestamp on it.

One system

Fleet and fuel share a login and a database, so there is nothing to reconcile between two products when the month closes.

Fleets that answer to someone.

Most of our customers have to explain their fleet to somebody else — an auditor, a donor, a board, a client holding a contract. That is the work this platform is for.

03How it is built

Five decisions we made early.

Each of these would be painful to undo now, which is why we argued about them at the start rather than later.

One application

Fuel, tracking, maintenance, safety and reporting are modules of one application over one database. Nothing has to be kept in step with anything else.

Isolation, twice over

Every query is scoped to the account in the application, and Postgres row-level security scopes it again underneath. A mistake in our code still cannot show one customer another one’s vehicles.

Records nobody can rewrite

Fuel transactions are insert-only and the audit log is append-only, as PCI-DSS requires. Nobody at Kappagee can quietly correct last month.

Offline is the normal case

Trackers buffer and forward. The POS authorises against cached card rules. The driver app queues its work and syncs when the signal returns, stamped with the time on the device rather than the time we received it.

Where the data sits

Shared infrastructure by default. Government and regulated customers who need a dedicated schema or hosting inside the country can have it.

All three countries keep UTC+0, so there is no time difference between our desk, your yard and the truck on the road.

05Who leads it

The people answerable for it.

Charvis Wah

Chief Executive Officer

Runs the company and owns the product. What Kappagee Fleet does, and what it will not do, is decided in Monrovia.

Ambrose Wah

Chief Operations Officer

Runs operations. When a tracker is fitted, an operator is trained, a station joins the network or the support line rings, that is his side of the house.

Stephen Marsh

Board Chair

Chairs the board. A good deal of the company’s introduction to ministries, partners and operators has come through him.

Patience Kun

Strategic Partnership Manager

Handles partnerships: the stations that accept our cards and settle on them, and the ministries, donor programmes and operators whose fleets we carry.

Simeon Tarpeh

Admin Manager

Runs the office: procurement, records, scheduling, and the paperwork between a signed agreement and a vehicle that is fitted and reporting.
